We would not want ministers to interfere or take an active role unless that was clearly required; we hope that that would not be required at an early stage.
This is a very important subject, and we need to get it right in Scotland. We also need to get it right fairly quickly, or as a nation we will be left behind.
Before that, we had to go almost cap in hand to electoral registration officers and ask them to count electors for us. Whereas then we had no right to get the data, we now get them electronically.
It is about giving proper consideration to achieving long-term goals and focusing on getting the best value for money. On that basis, we do not simply carry forward baselines and decide what gets a little bit extra and what gets cut.
The real question that has to be addressed in any green jobs strategy is how we secure downstream activity. How do we get the jobs that can come from following a conservation and sustainability policy into the Scottish economy?
I have to say that I am not an expert on that act—the convener is probably much more expert on it than I am. I will get the answer to that question, but I cannot answer it now.
