How can you ensure that the Scottish Government’s position is influenced by Scottish stakeholders, who may have to meet targets and who may be at the front end if we go down the road of setting binding targets, incentives and sanctions?
My role is to ensure that I have independent legal advice. Parliament may well wish to consider whether members, on some unusual occasions, might need recourse to their own private legal advice.
