We need to pay closer attention to such cases.To date, my advice has been that the courts are there to resolve matters, but most parents and grandparents do not have the means to raise expensive court actions, so broken relationships deteriorate even further and, worst of all, the children suffer.

You said in your letter that, given the logjam that is building up—I have heard this from the trade, too—consideration might be given to allowing some sort of extension or dispensation for applications that are in the system by a certain date, so that they can carry on and be okay when it comes to the transition date.
