The Executive does not support the declaration of 25 January as a national holiday and cites as reasons for that view the established arrangements for agreeing public holidays, various practical difficulties of having a public holiday on that date and the fact that an additional holiday would cause disruption to education and industry.The Executive considers that a national Burns day is not required, as Burns's work has been celebrated for more than 200 years, and it is confident that that tradition will continue.

Having looked into the history a wee bit, I note that the TA was formed way back in 1908, when the voluntary army was combined with parts of the yeomanry and militia, which date back to the Napoleonic wars. The TA was first mobilised to fight in the first world war, serving alongside the regulars.
