However, how we seed the space around the highly successful scientific base that we have in Scotland, to try to create more demand pull to attract more R and D units to Scotland in major industries, will be absolutely key.
Consideration could be given to whether the Scottish Government by itself has enough funding to do the necessary research and development or whether it is better to pool some of that R and D funding and undertake that on a multilateral basis.
