To ask the Scottish Executive how local authorities are permitted to use capital receipts from the sale of buildings. Local authorities may use capital receipts from the sale of buildings to finance new capital expenditure or to repay the principal element of loans.
The Scottish Government and Scottish Enterprise are in ongoing discussion on a suitable approach to any assessment which may be required under the habitats regulations.
Maternity units will review a stillbirth at a local perinatal mortality meeting. This may take the form of a critical incident review or root cause analysis.

To ask the Scottish Executive what its position is regarding the exclusion of the Lloyds TSB Foundation for Scotland from Lloyds Banking Group’s initial rights issue in May 2009. The Scottish Government''s position is that the Lloyds TSB Foundation should be allocated all shares to which it is entitled.
