In his budget response to the United Kingdom Chancellor of the Exchequer in May this year, John Swinney, the Cabinet Secretary for Finance and Sustainable Growth, asked for the Scottish Parliament to be passed additional competence so that we can, through the income tax system, achieve a limited exemption for artists resident and working in Scotland.

(S3O-3705) I wrote to the Chancellor of the Exchequer in May to outline the Scottish Government's opposition to the decision to abolish the 10p starting rate of income tax and to request clarification on how the United Kingdom Government will fully compensate all those who have lost out as a result of the policy change.

Among those who will benefit most from a move from the council tax to a local income tax are those on low earnings. It may come as news to Annabel Goldie that students tend to be on low earnings—if, indeed, they are earning anything at all.
