Do members agree that they do not wish to make any comment to the Parliament on either instrument? I have one small query. It may be my reading of the regulations, but SSI 2010/233 gives authorities that administer pension funds the opportunity to borrow, which is expected to be used only on specific and rare occasions.

It is fine to say that the matter is under review but, until the regulations are introduced, the practice could continue if there is authorisation from the cabinet secretary. Given that authorisation may still be granted, when will the cabinet secretary stop granting authorisation and lay regulations to stop the practice completely?
