HMRC indicated that if agreement to pay was reached by 21 August, work would go ahead to enable the Scottish Parliament returned in May 2011 to exercise the SVR powers in the Scotland Act 1998 with effect from the tax year beginning 5 April 2012.

If there are objections to the Orders there may be a Public Local Inquiry. In the case of Orders which would constitute a national development, Section 143A of the act provides that those orders may not simply be made but are to be laid before Parliament and are subject to affirmative parliamentary procedure.
Furthermore, because drug treatment should be tailored towards the needs of individuals, different treatment types may have very different client groups, for example, in terms of their experiences and their motivation to recover.
