We would also note that the most appropriate moment in time to provide any such report may depend on publications at an EU level, for example of the European Commission’s work programme, and that these do not necessarily reflect fixed commitments at an EU level, but often evolve over time after publication.”
These show two possible approaches to investment that governments across the UK may choose, but they may opt to use more or less public funds to invest, and this will cause different levels of financial pressure for the Scottish Government.
