Members' Business motions that have achieved cross party support *S5M-22992 Alexander Stewart: World Stroke Day and Stroke Care in Scotland During the COVID-19 Pandemic—That the Parliament recognises World Stroke Day, which is observed on 29 October each year to raise awareness of stroke and what can be done to tackle the condition; understands that stroke is a non-communicable disease that affects millions of people worldwide every year; believes that, although the COVID-19 pandemic has had a huge impact on everyone, the lives and recoveries of stroke survivors in Mid Scotland and Fife, and across Scotland, have been particularly badly affected; recognises what it sees as the disparity in the levels of stroke care between NHS boards in Scotland; acknowledges the publication of the Stroke Association report, Stroke recoveries at risk, which highlights how much stroke survivors' lives and their recoveries have been affected, and notes the calls on the Scottish Government to make urgent progress on the stroke commitments that it made prior to the COVID-19 pandemic in its Programme for Government 2019-20, as well as on the establishment of a regular reporting mechanism to the Parliament on these commitments in order to track progress and ensure full transparency and accountability...

General functions of independent reviewer 16 Annual report and recommendations (1) The independent reviewer must, as soon as reasonably practicable after the end of each 20 reporting year— (a) prepare a report on the exercise of the reviewer’s functions during that year, and (b) send a copy of that report to the Scottish Ministers. (2) The Scottish Ministers must lay a copy of each report received under subsection (1)(b) before the Scottish Parliament as soon as reasonably practicable after receiving it. 25 (3) The independent reviewer may include in an annual report recommendations to the Scottish Ministers as to— (a) any guidance issued by Ministers under section 17 or which the reviewer considers it would be appropriate for Ministers to issue, (b) any changes to any enactment which the reviewer considers appropriate, and 30 (c) any other matters the reviewer considers appropriate. (4) In this section, “reporting year” is— (a) the period beginning with the day on which this section comes into force and ending on 31 March, and (b) each successive year ending on that date.
