Again, my experience and our studies suggest that there is sufficient flexibility, but also that grandparents are important at the beginning and the end of the day and that holidays create problems. However, the picture is constantly changing, because an increasing number of places offer after-school care and provision before school starts.

My only problem is that subsection (4) of the section that amendment 64 seeks to insert means that Scottish ministers would have the power to amend those times at a later date. I do not support the times being amended in regulations at some later date.
