The debate comes less than four months before the establishment of a single police force, and the fact that fundamental governance issues remain is clearly a cause for concern.It is worth noting that the Scottish Police Authority is meeting today to discuss governance arrangements and proposed structures and staffing numbers across the service. Given the live date of 1 April 2013, time is tight and it will be a challenge to ensure that the necessary structures are set up before then.Just last week, as we heard, the Justice Committee was told that the chief constable, Stephen House, and the chair of the Scottish Police Authority, Vic Emery, disagreed over their relationship with important backroom personnel.
