I do not think that there is a particular date at which that will happen. The benefit of valuing pension assets and liabilities in a transparent way, as the financial reporting standards now require, means that the scale of the problem that needs to be managed over a long period becomes more apparent.There are two things to say.

Surely it is preferable for Parliament to decide on a definition and to put that in the bill, rather than have the courts decide at a later date. There is always the risk of court action on all sorts of things.

The debate comes less than four months before the establishment of a single police force, and the fact that fundamental governance issues remain is clearly a cause for concern.It is worth noting that the Scottish Police Authority is meeting today to discuss governance arrangements and proposed structures and staffing numbers across the service. Given the live date of 1 April 2013, time is tight and it will be a challenge to ensure that the necessary structures are set up before then.Just last week, as we heard, the Justice Committee was told that the chief constable, Stephen House, and the chair of the Scottish Police Authority, Vic Emery, disagreed over their relationship with important backroom personnel.
