Mike Rumbles was right to point out just how antiquated that procedure was—it dated back to Victorian times. One reason why it was not updated is that there was no expectation in the past few decades in Britain that we would embark on a major new expansion of railways.

The question is whether Scotland will follow suit. To date, it has been custom and practice for National Health Service Quality Improvement Scotland and the Scottish medicines consortium to follow the recommendations of NICE, but that does not need to be the case.
