Failure to comply with the laying requirements
The Scottish Government accepts that, in the ordinary course of events, it would be usual to withdraw draft affirmative instruments and re-lay them when issues are identified after laying.
It is because people have told us that they want ministerial accountability. Accountability has been a high priority in the discussions that have been had.
The Chief Executive Officer, as accountable officer, would oversee this structure, while specific responsibilities for staffing matters would remain with the organisation’s Director of People.

I have considered the Committee’s concerns regarding the sequencing of the carbon budgets SSI and laying of the draft Plan. It continues to be my firm view, however, that it would not have been appropriate to lay the draft Plan alongside the carbon budgets SSI.
