Background
The Tied Pubs (Scotland) Act 2021 established the Scottish Pubs Code Adjudicator to regulate the relationship between tied pub tenants and landlords through the introduction of a statutory Scottish Pubs Code.
Provisions of the Bill
The bill was split into two parts:
Part 1 requires Scottish Ministers to make a code of practice ('the Code') in relation to buying, selling and giving away puppies and dogs as pets.

Many stakeholders argued that it was appropriate for this to be detailed in the Code of Practice on Deer Management (the Deer Code) rather than on the face of the Bill.
