In particular, because £3 out of every £4 goes on staff costs, I am sceptical about the capacity for reaching the savings target without impinging on staff costs.The committee must ensure that it agrees with the Executive a rigorous and transparent approach to reporting performance, so that the committee can monitor not only progress against the targets but the impact on jobs and services. To date, I still have doubts about the feasibility of the targets and the discussion has been largely at a level of vague generalisation.
