It must describe the boundaries of the area to which it applies, come into force on a date specified in the order, and remain in force for a period not exceeding 12 months specified in the order.
A deal which focuses on a small number of areas will also mean that negotiations will continue into 2021 and beyond as the EU and the UK seek to add elements to what they manage to agree in the next six months.
