The Scottish Government consulted on the report’s recommendations and published its consultation analysis in 2022. In the light of the consultation responses, the Bill implements some of the Roberton review’s recommendations and reforms the regulation of legal professionals and businesses.
In the section of your report that deals with the “Wealthier and Fairer” objective, you say that all capital expenditure and investment that is supported by the economic recovery plan and the Scottish investment bank should be based on the principles of sustainable development.
The aim is to increase the capacity of rural communities and business networks to build knowledge and skills, and to encourage innovation. To date, more than £2 million has been invested in 600 projects and a further £15 million has been committed to local community projects throughout Scotland.
It invested its oil revenues and is living off the interest, and has been able to support and recapitalise its banks. That approach has been very effective.
If progress deviates from the line that is going to get us to our 2050 targets, ministers will have to demonstrate what measures will be taken to ensure that we catch up if we are falling behind, or set out how we will bank overachievement—if I can use that term—for future periods.
