Reform and pre-pandemic workforce levels
The Scottish Government has also said it wants to "return the public sector workforce broadly to pre-Covid-19 levels".
That is reflected in our investment in services and initiatives that aim to address the underlying causes of offending and to support young people in the community through funding streams such as the cashback for communities programme or the whole family wellbeing fund.
I hope that that change will provide the flexibility that is needed to ensure that there is a mixed funding model, which draws on financial support from a range of sources across the public, private and voluntary sectors, and including parental support.
The funding council now needs to develop specific proposals to ensure the sector can maintain and enhance its position and the contribution it makes to Scotland.

To ask the Scottish Government when, following the refresh and refocus of its Mental Health and Wellbeing Strategy in 2022, it will develop a mental health workforce plan for health and social care staff.
Update and clarify the strategy: The Government should develop a new strategy to better communicate the goals, priorities, and processes of its funding, ensuring stakeholders understand how decisions are made and how the different funds (e.g., International DevelopmentFund, Climate Justice Fund) intersect.
The GP Acute Care Rural Fellowship option was developed based on the agreement of a list of GP Acute Care Competencies following from the agreement of the Framework for the Sustainability of Services and the Medical Workforce in Remote Acute Care Community Hospitals.
As SAMH has said, the Government must expand the network of support, increase funding for community-based care and increase the NHS psychological workforce by 50 per cent so that it mirrors levels in England and Wales.
