Responding, the Minister confirmed in his letter dated 25 April 2018 that whilst he did not think that the super-affirmative procedures would be appropriate, he would bring forward an amendment at Stage 2 to introduce a statutory requirement for public consultation prior to the Scottish Ministers laying any regulations under these provisions.
