It is very important that there is an on-going commitment to train our prosecutors on any developments or changes in the dynamic of human trafficking so that they have the most up-to-date information available. I want to see a move away from prosecuting victims and a move towards prosecuting people who are trafficking—people who are offenders.

The annual target for the volume of start-ups in 2010-11 was about 10,500. In the year to date, there have been 11,242 start-ups, so that target has been achieved.You are correct in saying that not every part of Scotland has reached that target.
