There is a fine line between the council encouraging collaboration, for example, and activelygetting engaged in planning. I am not sure whether the line between the two is entirely clear.
If that continues in other areas because there is a lack of insight and knowledge on the part of officials and councillors, there will be great problems in the future. They need resources to get up to speed on the technicalities of aquaculture activities.
Some people would see that as a clash in the report. We will get smaller numbers but we will not get what I would see as the quid pro quo: more diverse representation.
The performance information that is published in Scottish Enterprise's annual report is limited and focuses on the activities and outputs of the organisation rather than on the impact of its activities.
