However, clause 21(2)(n) talks about "protecting or restoring the performance of public functions"and paragraph (d) in clause 30(1) of the bill provides a definition of "public functions", saying that it means"functions of the Scottish Ministers".Scottish ministers are, therefore, specifically included as part of the public functions.
