Fiscal Framework Outturn Report 2018

This is because the reconciliation between forecasts and outturn revenues for income tax (by far the most significant devolved tax power in budgetary terms) will not be available until next year, and will not require any budgetary adjustments until financial year 2020-21. The latest set of official forecasts do point to a potential reconciliation in 2020-21 of -£267 million for income tax forecast error.
