Circular Economy (Scotland) Bill: Consideration prior to Stage 3 - New section creating powers to introduce Fixed Penalty Notices for supplying banned environmentally harmful items (section 16A)

The fixed penalty amount may not exceed level 3 on the standard scale (currently £1000). These powers were used to ban certain single-use plastics e.g. single-use plastic cutlery in Scotland under the Environmental Protection (Single-use Plastic Products) (Scotland) Regulations 2021, and are expected to be used to introduce a ban on single-use vapes in 2025...
