During the inquiry, the Committee heard from several witnesses arguing that, for example, sending text reminders of court dates could help ensure those characterised as having “chaotic lifestyles” attend court.

This report considers the latest version of the Bill (dated 3 April 2017) together with the amendments that have been tabled to the Bill since then insofar as they confer delegated powers upon the Scottish Ministers.
The Committee sees merit in considering whether a date for the Plan’s publication should be set in statute, to provide certainty for Committees and stakeholders, as well as maximise the time available for scrutiny.
