We now have in place structures whereby land managers do not routinely maintain watercourse banks or clear out river bottoms or watercourses, because of an administrative regime that makes that difficult or costly to do.
Other innovation grants are available through Scottish Enterprise, through different financial mechanisms. The Scottish investment bank is another device to try to assist smaller companies, particularly with debt finance.
I do not know whether I dare say this in an age when banks are not in good odour, but we will need to talk to them to encourage the use of loan schemes with which people feel comfortable, so that people can work on their homes to reduce carbon emissions.
That will help many people who have an asset that has value but do not, as the convener said, have cash in the bank to improve their property. Obviously, local authorities will have discretion to provide grants.
