In the town of Ballater, there are 18 small businesses that are all just getting by in tough times. I acknowledge that, last year, 12 businesses did not pay any rates because of the small business bonus; however, this year, that has turned into the small business bombshell for those businesses, all but two of which face a massive rates increase.

Why is it taking so long for the legislation to come forward, and why cannot the Parliament resolve creative Scotland's problems to ensure that we get that vital body in place to help our cultural sector and our cultural bodies a lot sooner than this Government is managing to do through its incompetence?
