As Graham Simpson will be aware, the bonus that was in the accounts related to 2022-23. As the First Minister said, because of the cost overruns and delays, any bonuses would be unacceptable and should not be paid.
Such regulations may make provision, for example:
requiring an educational establishment to open, to stay open, to re-open or to open at times when it would not usually be open;
requiring the alteration of term dates, holidaydates or examination dates;
requiring measures to ensure hygiene standards to be put in place; or
restricting or prohibiting access in respect of the whole or a specified part of an educational establishment.
She said that they would always expect future governments to be reasonable, that the wording was common in other legislation and drafting had followed what a general approach would be. In a letter to the Committee dated 24 January 2020, she provided more clarification, giving a number of examples where legislation was drafted in similar terms.

We certainly welcome the paper that Liz Smith mentioned and support its aim of stimulating debate on the bank’s future activities. The bank is, in essence, a start-up.
We receive assurances on the bank’s support for a wellbeing economy through the fact that the missions that ministers set for the bank align closely with our wellbeing economy principles; the fact that the bank’s robust investment processes ensure that investments align to at least one mission; and the work of the bank to measure the benefits of its investments, information on which was published in the bank’s impact report.
