The Bill aims to:
help to influence the behaviour of those getting a puppy or dog
lower the demand for puppy farms and other similar practices
The Bill also sets out that the Scottish Government can make a register of unlicensed litters of puppies.
Specific considerations include:
relevant criminal convictions
whether the applicant has breached the law in relation to mobile homes, housing or the supply of utilities
whether the applicant has engaged in antisocial behaviour.
Councils will make the final decision on the fit and proper person test.
Conduct complaints are intended to address any poor behaviour of legal practitioners. As the Bill provides for hybrid issues complaints (those containing elements of both inadequate services and poor conduct) this will ensure that by removing compensation in conduct cases there will be no consumer detriment.
