That question is perfectly fair. The ability to bank is a clear incentive to overperform, because it means that if one sector managed a big step change—we could imagine that big quantum changes might be made in energy generation—that would be a clear example of when banking would be used.

On quite a narrow but very important point, in essence you could not plan the schedule of work sufficiently early because you did not know the dates. Although you knew the drop-dead date for completion, you could not start on the activities until you had things from the UK Government.
