The new provision broadens the powers to obtain information to apply in relation to all decisions that are to be made by ministers, including decisions about whether someone should stay on the list at a later date. It is appropriate for ministers to have information-gathering powers when they are making a decision at a later date—when considering, for instance, an appeal against listing, an application for removal from one of the lists or whether to remove an individual from one of the lists.
