The bulk of the policy has already been set out on the face of the Bill, and a power is being taken here to add detail by way of a code of practice and to bring that code into force by regulations.
That is why on EU victims day we published the first “Victims’ Code for Scotland”. We appreciate that it is the first code and that it will evolve over time.
We have not dictated what the codes should be; instead, we have set out key areas that the codes should cover, but we have left the commissioner with the flexibility to decide exactly what codes they prepare.

The Code, which was last revised in June 2008, provides a code of conduct and guidance on procedures for members of the Scottish Government and Junior Scottish Ministers.
