Mrs Scanlon is right that progress has been made with the code—I would never demur from that. Not all aspects of the von Prondzynski review are reflected in the code.
That relates to a rather technical aspect of the code. If a regional MSP makes himself or herself out to be a constituency MSP, that is a breach of the code.
Although I understand what the minister says about its making the code less useful in some way, I think that the time has come for compliance with the code.
The Lord Advocate has indicated what the Scottish Government’s view is, as is his function and as he is entitled to do under the ministerial code. There is also a range of other views.
