Section 32 creates a power which enables the Scottish Ministers to supplement those provisions with additional provision which may be considered necessary or appropriate at a later date.
Regulations under section 32 are subject to the negative procedure.
It stated that the action plan “builds on the Culture Strategy rather than replaces it”, with some actions retained, some reworked and brought up to date, and others “brand new” and which “reflect the need for a guiding framework”.4Scottish Government. (2023, December 19).

The 2020 Act received Royal Assent on 14th December and section 2 came into force on that date. Sections 1 and 3(1) and Schedules 1 to 5 come into force on IP completion day.

In saying that I acknowledge that although the UN’s Aarhus Convention Compliance Committee (the Compliance Committee) has recognised ‘significant progress to date’ it is still of the opinion that there are further issues to be addressed.
