The DPM highlights that it is important that the law of culpable homicide can evolve and develop as businesses and organisations evolve, and that the description of a “non-natural person” must therefore be flexible.
Multi-agency triaging is essential. That is an area for development. In local authorities, we get money that is sliced up as being for this and that—for example, attainment challenge funding—and is short term only.
I also want to take the opportunity to highlight issues around funding and, in particular, the impact that short-term funding is having on access to care and support and its detrimental impact on the workforce.
Investment in care encourages job creation and provides economic stimulus, and I would hope that investment in building care facilities, for example, would be eligible for funding from—and an attractive proposition for—the Scottish National Investment Bank and other funding streams.

In response to the recommendations from ‘Impact of Scotland’s Developing Young Workforce Strategy on Employer Engagement’ we are working with partners, including the employer led DYW network, to develop a delivery plan.
As I highlighted to the Committee in my letter of 7 February 2024, funding provided to local authorities through the EV Infrastructure Fund takes two forms: (1) support funding for the production of Strategy and Expansion Plans and procurement, and (2) project funding.
To ask the Scottish Government what mechanisms are in place for maximising and developing existing workforce capacity to ensure consistent services for patients across Scotland within acute oncology.
