Yes, there will be guidance on that. Those arrangements—a code of practice and so forth—exist now, under the auspices of the registered persons system, which is changing to an accredited bodies system under the bill.

As a CPG, we would be open to doing that. Section 6.3.11 of the “Code of Conduct for Members of the Scottish Parliament” asks us to consider two things when we are looking at the establishment of a CPG: public interest and whether the proposed CPG would overlap with an existing CPG.

When someone proposes registering a CPG, is guidance sent to them or is it available to them, as regards how inclusive they have to be, and so on? There are rules in the “Code of Conduct for Members of the Scottish Parliament” and there is some guidance on the web page.

I do not want the work to be done and the consultation to take place on the publication code only for it not to be approved. The code will not work unless we do it properly and quickly replace what we currently have.

At some stage, people would have had the actual code but, fairly obviously, the crux of the issue is the misunderstanding of what that code meant.
