The National Trust, which was constituted by a private act of Parliament, was the only such body around in 1976, which is why it was included in the legislation.I just wonder whether it might be appropriate that the Scottish ministers be given the option of allowing other trusts or community bodies that own land to have their aims and objectives taken into account when the Land Court is considering whether it should refuse permission for a purchase.
