Strategic planning 5 Duty to have a plan (1) The Commissioner must— 15 (a) have a strategic plan, and (b) make the latest version of the plan publicly available. (2) A strategic plan is a document setting out, for the period of the plan (as defined in section 7(2)), the Commissioner’s— (a) strategy for involving the public, and patients in particular, in the Commissioner’s 20 work, (b) objectives, (c) proposals for achieving the objectives, (d) timetable for doing so, (e) estimate of the costs for doing so. 25 (3) The strategy referred to in subsection (2)(a) must, in particular, make provision about how the Commissioner will seek to raise awareness of— (a) the Commissioner’s role, and (b) the ways in which the public may communicate with the Commissioner. (4) A strategic plan may include any other information the Commissioner considers 30 appropriate. Certificate of recoverable assistance 5 94C Application for certificate of recoverable assistance (1) Before making a compensation payment, a compensator must apply to the Scottish Ministers for a certificate of recoverable assistance. (2) An application under subsection (1) must— (a) be in such form as the Scottish Ministers require, 10 (b) include such information about the injured person and the accident, injury 1 or disease as the Scottish Ministers require, (c) specify the name and address of the person to whom the certificate is to be issued. (3) The Scottish Ministers must publicise any requirements for the time being set 15 under subsection (2). (4) Where a compensator makes an application for a certificate which complies with the requirements of subsection (2), the Scottish Ministers must— (a) send the compensator an acknowledgement of receipt of the application, (b) subject to subsection (8), issue the certificate to the person specified in 20 the application before the end of the prescribed period (or, if no such period is prescribed, 4 weeks) beginning with the day after the day on which the application is received by the Scottish Ministers.
