As ministers we are accountable to the country; local authorities are accountable only to the local authority area that they represent; and the national health service is accountable to the NHS boards.
That is wonderful, and I hope that outcomes do improve, but the Government should also be accountable by laying before Parliament the details of where outcomes have not improved.
