What the Bill does
Section 9 of the Bill would give the Scottish Government the power to regulate the provision of contact centres through secondary legislation (made under the affirmative procedure).
The proposed changes also update the rules on the timing of Budget Bills to reflect the fact that the Budget Bill will now normally be published prior to Christmas recess.

The Committee notes that the Scottish Government intends to introduce such a power in its forthcoming Damages Bill. The Committee considers that the provisions of this Bill should not be brought into force until such time as the court has the power to make a periodical payment order.
Unemployment To ask the Scottish Government what progress it is making in tackling unemployment. (S4O-02894) The economic recovery gained momentum in 2013 and Scotland has had 18 months of continuous growth.
Given that the UK is set to leave the EU, although I am sure that Scotland will rejoin as an independent nation when the time is right—we are going to get it done—what options are there right now for us to collaborate with EU partners?
We could focus on what matters and redouble our efforts to restore Scotland’s schools to their rightful reputation for providing a broad education, or we could hope that hosting a march and shouting into a megaphone will magic Scotland’s problems away.
This Committee's predecessor committee found in 2021 that there had been many more asset transfer requests than participation requests, and there was a much better awareness of the right. It heard though that the process seemed to be becoming more onerous and that communities were not always well supported.
The Regulations do not propose any limitation to participation in the proceedings of the Parliament or in relation to the rights and privileges of an MSP during any grace period.
While we heard about much good work which takes place in committees, it is right that we are ambitious and seek to aspire to a modern and effective committee system.
