We have taken steps to increase capacity across both organisations to deal with that, which will assist in addressing the issue. Paragraph 80 on page 29 of the report follows on from that point.
UK ministers have increasingly been spending in the devolved territories on small things, such as—Inaudible.—programme and other measures. They can do that, but it has never been done systematically.
