I would have thought that a better approach would be some kind of public education or information programme on the harmful effects of excessive drinking.
With regard to a continuing education programme, would it not be simpler to ensure that it was easier for people to make a decision one way or the other?

The most recently published statistics for the Scottish Cervical Screening Programme reported that, of all eligible women, 70.7% took up the invitation to be screened in the previous 3.5 years up to 31 March 2014.
To ask the Scottish Government when it will report on the lung cancer screening programme trial. A report on the Early Lung Cancer Detection Study will be published on completion of clinical trials.
The Scottish Government is launching the “Transforming Care after Treatment Programme” soon. The overall aim is to ensure that people diagnosed with cancer are prepared for and supported to live with the consequences of the diagnosis and its treatment.
