Again, that is a requirement of the act, although in this case the Scottish ministers do not need to be consulted on the terms of the code. The code is intended to be a set of high-level principles for anyone who lobbies MSPs, and in many respects it mirrors the rules on lobbying and access that are contained in section 5 of the code of conduct for MSPs.

There were high numbers and the same end date, and then we saw that the social unavailability code was applied straight afterwards, but that code should have been applied in the first place.
