The Committee noted that the Cabinet Secretary said at Stage 2 that the Bill was expected to be commenced in March 2021. The commencement date for section 1(1) is important as the duration of the keeping pace power is linked to the date when the Scottish Government commences section 1(1).

The contract must continue to provide such services, and certain provisions of the 2004 Regulations continue to have effect on and after 1 April 2018, until one of the 'end dates' specified in paragraph (3).
Given that that requirement and those provisions have effect until one of the "end dates" as specified, why in respect of regulation 33(3)(a)(i) is no provision required (to provide for an end date) where a contractor has served an OOH notice in the period before 12 November 2017?
