I am pleased to announce that John Swinney, the Cabinet Secretary for Finance, Employment and Sustainable Growth, confirmed yesterday that the Scottish Government is activating the Bellwin scheme, which is a discretionary scheme to give financial assistance to councils that face undue financial burdens as a result of large-scale emergencies.
