With regard to the CMAL framework agreement, I can confirm that Transport Scotland officials are currently working with the CMAL Board and SG Legal Directorate colleagues to review all governance arrangements to update the current agreement, with a view to having it finalised in the coming months.
As advised in our previous response the rules in relation to severe mental impairment and benefit entitlement are set out in Article 4 of the Council Tax (Discounts) (Scotland) Consolidation and Amendment Order 2003 (“the 2003 Order”).
It agreed to await the publication of the delivery plan accompanying NatureScot’s National Goose Policy Framework In Scotland, with a view to taking further evidence at that point.
