We were delighted to commission the Audit Scotland report, which has identified many of the issues that she and I and others in the Parliament felt were wrong about the direction of drugs policy. There are three issues at stake. One is to get the strategy right, and we have made a substantial step forward on drugs in moving towards the road to recovery and putting the emphasis on recovery—that also applies to alcohol abuse. The second issue is to get the balance right and to understand, as the Auditor General's report indicates, that the alcohol problem in Scotland is even greater than our huge drug problem.
