On 18 March 2007 there were 35,256 active cards in circulation. On 18 March 2008 there were 60,303 active cards in circulation and on 18 March 2009 there were 80,236 active cards in circulation.
There is also the issue of human rights and, without our getting into a yes or no debate, the issue of disentangling EU legislation that forms part of our own legislation.
Obviously, as Kezia Dugdale and all members are aware, the report that was published this week was commissioned by this Scottish Government’s Cabinet Secretary for Justice to make sure that we are seeking and getting assurances about the operation of Police Scotland call centres—Interruption.
It might be impractical in some circumstances because of the immediacy of the situation in which the constable is able to undertake the search. When constables are not able to get authorisation from a sheriff, they should seek authorisation from a senior officer of the rank of inspector or above to proceed with such a search.
